Alumni Board of Directors

Windy Hill Foundation was purely volunteer led from 1983 until 2008. We are immensely grateful for the many members of our Board of Directors who have dedicated their expertise, resources, and who have served as passionate advisors and advocates for our Windy Hill neighbors. Thank you for your sustaining our mission!

Lois Johnson-Mead

Former Vice-President (2018-2024)

Lois Johnson-Mead is a biologist and educator, originally from Phila. Lois has worked in neuroscience and human genome research at the Monell Chemical Senses Center and the Howard Hughes Medical Institute at the University of Penn, respectively. She holds a B.S. in Biology from Saint Joseph’s University and an M.S. in Environmental Biology from Hood College. Her trustee background includes these volunteer services: 

  • Banner School Board, Vice President (2018-2021)
  • National Cathedral School for Girls, Faculty Trustee (2004-05)
  • Hill School Board Sustainability Committee, Faculty Member (2006)
  • Rachel Carson Landmark Alliance (1998-2000)
Lois brings a personal and professional knowledge of how essential independent schools can be for students along the neurodiverse spectrum of learning from her tenure at several academic locations. Lois returned to graduate school to study environmental biology in 2014 and was selected as a Fellow for the U.S. Fish and Wildlife Directorates’ Fellow Program in 2015. She is currently a biologist and the national Program Lead for the USFWS Directorates Fellows Program engaging the next generation of conservationists to help secure employment in fields that support land, water, and species conservation.

Lois Johnson-Mead joined the Windy Hill Foundation Board of Directors in 2018, contributing her expertise in science research, K-8 education, and senior administrative leadership. She served as Vice-President of the Board and as a member of the Resident Services Committee. Since 2009, Lois has volunteered at Windy Hill in many roles: tutoring, cooking for Donna’s Feast, and supporting the annual Christmas Gift Drive.

Lois retired from the Windy Hill Board in 2024 but remains a strong advocate for the Foundation’s mission to provide affordable and sustainable housing for individuals and families of all income levels and structures.

    Edward (Ned) Quinn

    Former Board Member (2018-2024)
    Former President (2020-2022)

    Ned Quinn has brought more than 15 years of experience in residential and commercial real estate to support the mission of the Windy Hill Foundation. Since joining the Board in 2018, Ned has served on a variety of committees, held the role of Board President, and led numerous special projects and initiatives that have helped advance the Foundation’s work.

    Ned’s motivation for joining the Board and supporting Windy Hill’s mission is grounded in the belief that housing, food, and other basic physiological needs must be met to enable personal and professional growth and to break cycles of multi-generational poverty. He believes that ensuring access to these essentials is one of the most fundamental responsibilities of a caring community.

    Ned takes pride in having played an active role in an organization that, alongside many others, transforms a group of individuals into a true community—one that looks after and uplifts each other. He retired from the Windy Hill Foundation Board of Directors in 2024 but continues to support its mission and impact.

    Ned has lived in Middleburg since 2012 with his wife, Kristin, and daughter, Audrey, both of whom are actively involved in a variety of local community and charitable efforts.

      Amy Smith

      Former Board Member (2018-2024)

      Dedicated to helping clients invest with purpose and plan for their future, Amy Smith served as a First Vice President at Cassaday & Company, Inc. until retiring in March of 2023. Amy has 25 years of experience assisting clients who are often too busy to find time to analyze their 401(k) portfolio, set retirement goals, or establish college funding for their children. She is also an expert in helping clients navigate all aspects of personal finance. Amy graduated from Miami University, Oxford, Ohio in 1975. Amy earned her Certified Financial Planner (CFP™) designation in 1998 and attended the IMCA program at the Wharton School, University of Pennsylvania, where she earned the Certified Investment Management Analyst (CIMA™) in 2004. 

      Following the loss of her mother in 2018, Amy made a generous donation to the Windy Hill Foundation in her mother’s honor. Shortly thereafter, she joined the Board of Directors and the Finance Committee. Over her six years of service, Amy contributed her professional expertise and personal dedication to Windy Hill’s mission, and she found deep inspiration in the passion and commitment of her fellow board members and the community they serve.

      Amy retired from the Windy Hill Foundation Board in 2024 but continues to champion its efforts to provide affordable and sustainable housing for families and individuals in need. She is happily retired in Middleburg, VA, with her husband, Dan, where they enjoy hosting their five grown children and thirteen grandchildren.

        Dennis Stout

        Former Board Member (2021-2025)

        Dennis Stout joined the Windy Hill Foundation Board to apply his knowledge of affordable housing to real-world conditions. As Director of Housing and Finance at Econometrica, Inc., Dennis oversees a research and management consulting practice devoted to providing housing-related analytical and other support services to private and public sector clients around the country.  

        While serving on the WHF Board of Directors and Property Management Committee, his focus had been on improving asset planning and management, addressing the backlog of capital needs, and putting the Foundation on a more stable financial footing for the benefit of its residents and the greater community.

        Dennis retired from the Windy Hill Board in 2025. He resides in Washington, D.C. and continues to be a strong supporter of Windy Hill’s work and impact.

          Dr. Amy Acors

          Former Board Member (2022-2026)

          In her 29th year with Fauquier County Public Schools, Amy Acors has dedicated her career to education, leadership, and student success. A lifelong Virginian, Dr. Acors earned a Bachelor of Arts in History from University of Mary Washington, along with a Master’s in education administration and a Doctorate in Organizational Leadership from Shenandoah University. Throughout her career, she has served as a teacher, coach, department chair, instructional supervisor, and Director of Instruction, while also contributing to statewide educational initiatives and professional learning organizations.

          Amy joined the Windy Hill Foundation Board with a strong passion for community service and education. During her time on the Board, she brought thoughtful leadership, collaboration, and a deep commitment to supporting Windy Hill’s mission and residents. She greatly valued the opportunity to serve alongside fellow board members and contribute to the Foundation’s lasting impact within the community.

          Amy retired from the Windy Hill Foundation Board in 2026. She now resides in Williamsburg, where she serves as a high school principal and continues to make a meaningful impact through her dedication to education and community service.

            Robert Banse

            Former Board Member (2020-2026)

            Rob Banse has called Delaplane home for more than 17 years and has long believed in the importance of serving the communities to which we belong. He attended Georgetown University before training for ministry at Virginia Theological Seminary. Over the course of more than 35 years, Rob served congregations across the country as a priest in the Episcopal Church, with his ministry taking him from Hawaii to Washington, Idaho, North Carolina, Pennsylvania, and ultimately back to Virginia. From 2007 until his retirement in 2018, Rob served as Rector of Trinity Church.

            Following his retirement from Trinity Church, Rob continued supporting nearby parishes while dedicating his time and leadership to the Windy Hill Foundation Board of Directors. Serving as Secretary and Co-Chair of the Resident Services Committee, Rob brought compassion, wisdom, and a strong sense of community to the Foundation’s work. He deeply valued Windy Hill’s mission to provide affordable housing opportunities for local families and individuals.

            Rob retired from the Windy Hill Foundation Board in 2026 after years of faithful service and leadership. He continues to remain engaged in the community and supportive of organizations working to strengthen and serve local residents.

              Matt Foosaner

              Former Board Member (2023-2026)

              Matt Foosaner is the Regional Vice President for Public Sector Sales at RingCentral, where he leads sales execution and strategy for State and Local Government, Education, and Federal Operations. With more than 30 years of experience in the telecommunications industry, Mr. Foosaner has held executive leadership roles spanning sales, marketing, operations, and engineering. Throughout his career, he has received numerous government and industry honors, including recognition from the Federal Bureau of Investigation, the United States Secret Service, and the Governor of Tennessee for his leadership and contributions to technology and public sector initiatives.

              Mr. Foosaner earned a Bachelor of Arts in History from University of Maryland and a Master of Arts in Management from Webster University. He has also completed advanced studies in information assurance, homeland defense, and senior leadership through programs at the National Defense University, University of Colorado, the United States Army War College, and George Washington University. For nearly two decades, he has remained deeply committed to supporting efforts to combat child exploitation through his work with the National Center for Missing & Exploited Children, where he serves on the Board of Directors and chairs the Technology Committee.

              Mr. Foosaner joined the Windy Hill Foundation Board in 2023 and served on the Property Management Committee. As a longtime member of the Middleburg community, he brought valuable leadership, professional expertise, and a strong commitment to supporting Windy Hill’s mission of providing affordable housing opportunities for local families and individuals.

              Matt retired from the Windy Hill Foundation Board in 2026. He and his wife, Terri, continue to reside in the Middleburg area with their three children and remain dedicated to serving and strengthening their community.
