Windy Hill Foundation was purely volunteer led from 1983 until 2008. We are immensely grateful for the many members of our Board of Directors who have dedicated their expertise, resources, and who have served as passionate advisors and advocates for our Windy Hill neighbors. Lois Johnson-Mead

Lois Johnson-Mead joined the Windy Hill Foundation Board of Directors in 2018, contributing her expertise in science research, K-8 education, and senior administrative leadership. She served as Vice-President of the Board and as a member of the Resident Services Committee. Since 2009, Lois has volunteered at Windy Hill in many roles: tutoring, cooking for Donna’s Feast, and supporting the annual Christmas Gift Drive.
Lois retired from the Windy Hill Board in 2024 but remains a strong advocate for the Foundation’s mission to provide affordable and sustainable housing for individuals and families of all income levels and structures.

Edward (Ned) Quinn
Former Board Member (2018-2024)
Former President (2020-2022)
Ned’s motivation for joining the Board and supporting Windy Hill’s mission is grounded in the belief that housing, food, and other basic physiological needs must be met to enable personal and professional growth and to break cycles of multi-generational poverty. He believes that ensuring access to these essentials is one of the most fundamental responsibilities of a caring community.
Ned takes pride in having played an active role in an organization that, alongside many others, transforms a group of individuals into a true community—one that looks after and uplifts each other. He retired from the Windy Hill Foundation Board of Directors in 2024 but continues to support its mission and impact.
Ned has lived in Middleburg since 2012 with his wife, Kristin, and daughter, Audrey, both of whom are actively involved in a variety of local community and charitable efforts.

Amy Smith
Former Board Member (2018-2024)
Following the loss of her mother in 2018, Amy made a generous donation to the Windy Hill Foundation in her mother’s honor. Shortly thereafter, she joined the Board of Directors and the Finance Committee. Over her six years of service, Amy contributed her professional expertise and personal dedication to Windy Hill’s mission, and she found deep inspiration in the passion and commitment of her fellow board members and the community they serve.
Amy retired from the Windy Hill Foundation Board in 2024 but continues to champion its efforts to provide affordable and sustainable housing for families and individuals in need. She is happily retired in Middleburg, VA, with her husband, Dan, where they enjoy hosting their five grown children and thirteen grandchildren.

Dennis Stout
Former Board Member (2021-2025)
While serving on the WHF Board of Directors and Property Management Committee, his focus had been on improving asset planning and management, addressing the backlog of capital needs, and putting the Foundation on a more stable financial footing for the benefit of its residents and the greater community.
Dennis retired from the Windy Hill Board in 2025. He resides in Washington, D.C. and continues to be a strong supporter of Windy Hill’s work and impact.

Dr. Amy Acors
Former Board Member (2022-2026)
Amy joined the Windy Hill Foundation Board with a strong passion for community service and education. During her time on the Board, she brought thoughtful leadership, collaboration, and a deep commitment to supporting Windy Hill’s mission and residents. She greatly valued the opportunity to serve alongside fellow board members and contribute to the Foundation’s lasting impact within the community.
Amy retired from the Windy Hill Foundation Board in 2026. She now resides in Williamsburg, where she serves as a high school principal and continues to make a meaningful impact through her dedication to education and community service.

Robert Banse
Former Board Member (2020-2026)
Following his retirement from Trinity Church, Rob continued supporting nearby parishes while dedicating his time and leadership to the Windy Hill Foundation Board of Directors. Serving as Secretary and Co-Chair of the Resident Services Committee, Rob brought compassion, wisdom, and a strong sense of community to the Foundation’s work. He deeply valued Windy Hill’s mission to provide affordable housing opportunities for local families and individuals.
Rob retired from the Windy Hill Foundation Board in 2026 after years of faithful service and leadership. He continues to remain engaged in the community and supportive of organizations working to strengthen and serve local residents.

Matt Foosaner
Former Board Member (2023-2026)
Mr. Foosaner earned a Bachelor of Arts in History from University of Maryland and a Master of Arts in Management from Webster University. He has also completed advanced studies in information assurance, homeland defense, and senior leadership through programs at the National Defense University, University of Colorado, the United States Army War College, and George Washington University. For nearly two decades, he has remained deeply committed to supporting efforts to combat child exploitation through his work with the National Center for Missing & Exploited Children, where he serves on the Board of Directors and chairs the Technology Committee.
Mr. Foosaner joined the Windy Hill Foundation Board in 2023 and served on the Property Management Committee. As a longtime member of the Middleburg community, he brought valuable leadership, professional expertise, and a strong commitment to supporting Windy Hill’s mission of providing affordable housing opportunities for local families and individuals.
Matt retired from the Windy Hill Foundation Board in 2026. He and his wife, Terri, continue to reside in the Middleburg area with their three children and remain dedicated to serving and strengthening their community.
