Middleburg, VA — June 15, 2026 — Windy Hill Foundation, Inc., a nonprofit organization that provides affordable, well-maintained housing and resident-focused programs for individuals, families, and older adults in Loudoun and Fauquier Counties, is proud to announce more than $231,000 in grant funding and in-kind support from valued community partners. From January 1 through June 30, 2026, this support includes a $115,195.50 FY 2027 Nonprofit Human Services Grant approved by the Loudoun County Board of Supervisors, a $50,000 Flexible Funding Grant from the PATH Foundation, $20,000 from 100WomenStrong, $4,500 from the Loudoun Chamber Foundation of the Community Foundation for Loudoun and Northern Fauquier Counties, and $9,000 from the Loudoun Impact Fund in partnership with Creighton Gives. Additionally, HomeAid National Capital Region provided flooring and paint for five affordable housing units through its Turnover Program, fully funding $33,286 in renovations and property improvements to help ensure residents have access to safe, quality housing
Support from the PATH Foundation through a $50,000 Flexible Funding Grant, along with a $20,000 grant from 100WomenStrong and a $115,195.50 FY 2027 Nonprofit Human Services Grant approved by the Loudoun County Board of Supervisors, will help Windy Hill Foundation sustain and expand resident services that promote stability, health, and overall well-being across its communities.
100WomenStrong invests in organizations working to strengthen the community through initiatives centered on housing, education, mental health, food security, and access to essential services. These priorities reflect many of Windy Hill’s resident services efforts, which in 2025 included 221 resident programs, 560 referrals provided, and collaboration with 32 community partners to connect residents with critical services and opportunities.
In addition to this support, the PATH Foundation’s Flexible Funding initiative similarly prioritizes organizations focused on health access, childhood wellness, mental health, and senior services — all areas that closely align with Windy Hill’s mission to serve individuals, families, and older adults throughout Loudoun and Fauquier Counties. In addition, funding approved through the Loudoun County Board of Supervisors FY 2027 Nonprofit Human Services Grant program will further strengthen Windy Hill’s ability to provide onsite resident resources, wellness initiatives, and connections to essential resources that help low-income residents maintain stable housing and improve quality of life.
Additional support from the Loudoun Chamber Foundation of the Community Foundation for Loudoun and Northern Fauquier Counties, totaling $4,500, will help Windy Hill respond to emerging resident needs, strengthen core operations, and sustain onsite resident services across its housing communities. This funding will support the expansion of Windy Hill’s Care Collective Pantry, increase access to food security through its Food Pantry program, and continue providing free onsite resident programming designed to promote long-term stability and well-being.
Windy Hill also received a $9,000 grant from the Loudoun Impact Fund, in partnership with Creighton Gives, to support the Foundation’s emergency assistance program. This funding helps prevent homelessness by providing timely financial support to residents experiencing unexpected hardships, including assistance with rent, utilities, medical expenses, and other urgent needs that could otherwise lead to eviction or displacement.
Michelle Lacaze, Director of Resident Services at Windy Hill Foundation, highlights that emergency funding is often the difference between stability and crisis. In 2023, Windy Hill provided $16,218 in emergency assistance. In 2024, that amount increased to $19,048, and in 2025 it increased to $22,892, reflecting the growing financial pressures facing low-income households.
“As the cost of living continues to rise, we anticipate that the demand for emergency assistance will continue to grow,” said Lacaze. “Additional funding ensures we can meet this need and help more families maintain stable housing.”
In addition to grant funding, HomeAid National Capital Region supported Windy Hill through its Turnover Program, which helps nonprofit housing providers prepare affordable units for new residents through fresh paint and flooring upgrades. The program prioritizes replacing carpet with Luxury Vinyl Plank (LVP) flooring, a more durable material that is easier to maintain and supports healthier living environments while providing long-term cost savings. Through the Turnover Program, homes in The Plains and Marshall, Virginia, received fresh paint and new flooring throughout the units. The total cost of these improvements was $33,286 and was fully funded by HomeAid National Capital Region.
HomeAid National Capital Region CEO Kristyn Burr said the organization is proud to partner with Windy Hill Foundation to help provide safe and welcoming housing for residents in Loudoun and Fauquier Counties.

According to Burr, since launching the Turnover Program in 2018, HomeAid National Capital Region has completed more than 50 turnovers and invested over $310,000 back into the community, helping nonprofit partners prepare safe and dignified homes for the families they serve.
