
Middleburg, VA — May 12, 2025 — Windy Hill Foundation, Inc., a nonprofit organization dedicated to providing safe, affordable housing and supportive services to low-income individuals and families in Loudoun and Fauquier Counties, is proud to announce the election of Shannon Davis and Mark Ohrstrom as Co-Presidents and Mitch Voss as Vice President of the Board of Directors.
Serving as Co-President, Shannon Davis is a retired nurse whose career was dedicated to caring for vulnerable populations. Her firsthand experience with the social determinants of health—including housing—has made her a passionate advocate for the Foundation’s mission. “Windy Hill doesn’t just provide homes—it creates stability, dignity, and opportunity,” said Co-President Davis. “I believe in this work because I’ve seen the difference it makes in people’s lives.”

With a longstanding commitment to housing equity and community development, Mark Ohrstrom brings a wealth of experience as he joins Shannon Davis in serving as Co-President. A dedicated member of the Windy Hill Board, Mark is deeply invested in advancing and sustaining the Foundation’s mission.
“I’m honored to step into this role and help guide Windy Hill as we continue to grow and deepen our impact,” said Co-President Ohrstrom. “Access to stable, affordable housing is foundational, and I look forward to working alongside our dedicated Board, staff, and community partners to support this essential mission. Of all the things I do – working with Windy Hill is the best thing I participate in.”
Joining Davis and Ohrstrom in leadership is Mitch Voss, whose background in financial management and a passion for education have made an immediate impact. Since joining the Windy Hill Board in 2024, he has played an instrumental role in evaluating the Foundation’s funding model and shaping its long-term strategic goals.
The new leadership comes at a pivotal time for Windy Hill Foundation, as it reaffirms its long-term commitment to providing affordable housing in Loudoun and Fauquier Counties and assesses necessary capital expenses to properly maintain its oldest homes.
“We’re thrilled to have such talented and committed individuals at the helm,” said Eloise Repeczky, Executive Director. “Their leadership and vision will help us build stronger communities and brighter futures for the individuals and families we serve.”

Windy Hill Foundation extends its appreciation to outgoing Board President Gabrielle Gallegos for her dedicated leadership and steady guidance during a pivotal chapter in the Foundation’s history. During her tenure, Gabrielle led the successful search and hiring of a new Executive Director, helped grow and diversify the Board of Directors, and strengthened the Foundation’s organizational structure. Her thoughtful and strategic leadership laid the groundwork for future growth, and both the Board and staff are deeply grateful for her lasting impact.
“Serving as President has been an incredibly rewarding experience,” said Gabrielle Gallegos. “I’m incredibly grateful for the chance to grow the Foundation and to work with people who care so deeply about our community.”
Treasurer Chris Patusky and Secretary Bonnie Piper will continue to serve in their respective roles for the coming term.
Windy Hill Foundation is also pleased to welcome Jan Baran, Jane Bishop, DeeAnn Jeremiah, and Shawn Morton to the Board of Directors. We look forward to the energy, expertise, and fresh perspectives they will bring to our work.
