Middleburg, VA — August 1, 2025 — Windy Hill Foundation, Inc., a nonprofit organization dedicated to providing safe, affordable housing and supportive services to low-income individuals and families in Loudoun and Fauquier Counties, is pleased to announce two major organizational updates: the transition to Quantum Real Estate Management, LLC, AMO® as its new property management agent for its 100 homes in Middleburg, The Plains, and Marshall, and the relocation of its main office to a space that supports the organization’s continued growth.
For more than 40 years, Windy Hill Foundation has provided safe, decent, and affordable housing to low- and lower-income individuals, families, and the elderly in Loudoun and Fauquier Counties, as well as enrichment activities that foster stability, financial independence, and community well-being. Ranging from standalone cottages to 1-3 bedroom apartments and townhomes, Windy Hill houses more than 820 residents in 310 units across both counties – including 670 residents in Loudoun County and 150 residents in Fauquier County.
Working in partnership with certified property management firms Fitch Irick, TM Management, and now Quantum Real Estate Management, LLC, AMO®, Windy Hill offers quality housing to those who may need assistance meeting the financial demands of living in Loudoun and Fauquier Counties.
Effective August 1, 2025, Windy Hill has partnered with Quantum Real Estate Management, LLC, AMO®, a certified firm with deep experience in affordable housing operations. This transition is a strategic step toward enhancing the quality, consistency, and responsiveness of property management across our Middleburg, The Plains, and Marshall communities.

The new space offers accessibility for residents, staff, and community partners, and reflects the organization’s growth and expanding programs as the space will connect with Quantum’s leasing office.
