Windy Hill Foundation, Inc., a nonprofit organization dedicated to providing safe, affordable housing and supportive services to low-income individuals and families in Loudoun and Fauquier Counties, is proud to announce the induction of our newest Emeritus members, Judy Washburn and Helen Wiley.

Judy Washburn’s journey with Windy Hill Foundation began in the mid-1980s, shortly after she and her family settled in Middleburg. Judy was eager to put down roots in a close-knit community, but what she found at Windy Hill moved her to action.
In the early years, Judy frequently took children to Windy Hill after Girl Scout meetings and was disheartened by the living conditions she saw. In 1987, she joined the Windy Hill Foundation Board, and from that moment, her dedication to improving housing in the region became unwavering.
Judy’s commitment to Windy Hill was also supported by Lang who served as the irreplaceable, and (as always) the “unofficial” fundraising captain for the Windy Hill Foundation, collecting over $17 million for affordable housing in Loudoun County.
Judy’s commitment to Windy Hill goes beyond bricks and mortar. She is proud of the Foundation’s impact on its residents, helping them move toward financial independence, gain skills, and secure good jobs. Judy’s lifelong passion for community development, education, and service is reflected in every aspect of her work with Windy Hill — a legacy that continues to thrive with her ongoing involvement.

Helen Wiley is a beloved pillar of the Piedmont community — known for her boundless humor, generous heart, and deep commitment to service. A longtime Windy Hill Foundation Board member, Helen continues to be an active advocate for our mission, especially in supporting programs that serve local families and seniors.
Helen’s roots in the region run deep — from her childhood in Warrenton, to raising a family in The Plains, to her current home in Middleburg, where she has lived for over 30 years. Along the way, she’s dedicated countless hours to organizations like Trinity Church, The Hill School, Churches of Upperville Outreach, and the Warrenton Horse Show.
Helen combines her sense of humor with a love of giving back. Whether filling food baskets, lending a hand at community events, or supporting neighbors in need, she leads with joy and generosity. Helen’s life is rich with love for her daughters, Elizabeth and Sheila, her grandchildren, Molly and Will, and the many friends and furry companions she’s gathered over the years. Her home is a visual celebration of a life well lived — and one that continues to give so much to others.
About Windy Hill: Windy Hill Foundation is a 501(c)(3) nonprofit dedicated to providing safe, decent, and affordable housing to low- and lower- income individuals and families, including older adults, in Loudoun and Fauquier Counties, while also encouraging self-improvement and self-sufficiency among its residents. Windy Hill currently provides 310 housing units across both counties. In addition to housing, Windy Hill provides no-cost, onsite programs and services that support the well-being and success of all residents.
Specific resident programs include afterschool academic and social programs for children, including family programming, and personal enrichment, social, and health programs for both younger and older adult residents. Windy Hill Foundation commits more than $250,000 annually to these programs, with help from many generous individual and organizational donors and grantors from Middleburg, Marshall, and The Plains communities, as well as the greater Washington, DC area.
