Windy Hill Foundation Rental Properties

Windy Hill Foundation provides safe, decent, and affordable housing to low- and lower- income individuals and families, including older adults, in Loudoun and Fauquier Counties, while also encouraging self-improvement and self-sufficiency among its residents. Ranging from one-bedroom apartments to three-bedroom single-family homes, Windy Hill rental rates are below the average in Loudoun and Fauquier Counties, though certain restrictions apply to a percentage of the foundation’s homes, which are federally subsidized.
Founded in 1981, the Windy Hill Foundation began with the Windy Hill Renewal Project. Since then, the Foundation has acquired or developed properties in Middleburg, The Plains, Marshall, Brambleton, and Sterling.
Working in partnership with certified property management firms, Windy Hill is able to offer quality housing to those who may need assistance meeting the financial demands of living in Loudoun and Fauquier Counties.

The 2024 “Out of Reach” National Low Income Housing Coalition report shows that despite rising wages, cooling inflation, and low unemployment, low-wage workers and other renters with low incomes continue to struggle with the cost of rent. Given the inadequate housing safety net and increasingly unaffordable rents, homelessness is on the rise. The signature statistic of Out of Reach is the “Housing Wage” – an estimate of the hourly wage full-time workers must earn to afford a rental home at fair market rent without spending more than 30% of their incomes.
The 2024 report shows that housing is out of reach for workers across a range of occupations and wage levels. Of the nation’s top 20 occupations, 14 pay median wages lower than the one-bedroom housing wage. More than 64 million workers, or 42% of the workforce, work these 14 jobs, meaning that despite a growing economy, affordable housing remains out of reach for a large portion of renters in the U.S.
In Virginia, the Fair Market Rent (FRM) for a two-bedroom apartment is $1,573. To afford this level of rent and utilities while staying at or below the 30% of income threshold, a household must earn $62,925 annually.
