Shannon Davis

Co-President

As a former nurse, community healthcare, particularly combating addiction and homelessness, is of keen interest to Shannon Davis. She currently serves on The Samaritan Inn’s Campaign for Hope (DC) of which husband Jim is Co-Chair and serves as a Director. Shannon has also been a lifelong consumer and devotee of classical music and serves the National Symphony Orchestra Board of Trustees as Development Committee Chair. Since 1997, Shannon has served as a Trustee for the Washington Bach Consort, served as Board Chair from 2008 – 2011 and is now Chair of the Development Committee. A zealous supporter of children’s music and arts education, Shannon helped establish The Community Music School in Upperville, VA and also serves as a Trustee for A Place to Be: a thriving music therapy organization in Loudoun County, VA. 

As a 32-year resident of Loudoun and Fauquier counties, mother of three adult daughters and grandmother of two, Shannon was deeply honored to join the Board of Windy Hill Foundation in 2022, and to serve as Co-President as of April 2025. She is eager to focus her fundraising skills closer to home and serve our treasured community neighbors. Joining her in this effort is husband, Jim, CEO of DAVIS Construction Corporation, who recently joined the property management committee of Windy Hill Foundation. 

An amateur sports photographer and mediocre horsewoman, Shannon’s latest subjects are her grandchildren Edwin James, and Elspeth Rose along with a wide variety of horses, sunsets, and cloud formations. Daughters Meg Davis of Washington, DC, Kara Davis Molenaar of Coronado, CA and Charlotte Davis of London, England are periodically in her view finder when in town.

    Mark Ohrstrom

    Co-President

    Mr. Ohrstrom has been the President of Larkspur Management, the Ohrstrom family investment office, in The Plains, VA since 1997. He also serves on the Board of Directors of Sperry Rail, John Blue Company, Inc.; Sprayer Depot, inc.; and Larkspur Investment Holdings. Mr. Ohrstrom graduated Magna Cum Laude with a Bachelor of Business Administration degree from Shenandoah University in 1992 and served in the US Army from 1983 to 1986 Airborne Infantry. He serves as Deputy Chairman and Board member of the Piedmont Environmental Council; President of Piedmont Foundation and Board member of Earth University Foundation, Costa Rica. He is also a Trustee and committee member at Shenandoah University. 

    Mark is Co-President of the Windy Hill Board of Directors and a member of the Development Committee. He has been supporting Windy Hill found for over 12 years. His support stems from his acknowledgment that the residents are hardworking members of our local workforce who deserve affordable housing. Mark accepted the call to serve on the WHF Board of Directors in order to give back to the residents who do most of the hard work in this area.  “Supporting Windy Hill Foundation is the best thing I do” – Mark Ohrstrom.

      Mitchell Voss

      Vice President

      Mitch and his wife Suzanne divide their time between the mountain community of Telluride Colorado and their equestrian farm in The Plains Virginia. For the past 30 years, Mitch has served as CEO and is now Chairman of a nationwide independent securities broker/dealer and investment advisory firm. Windy Hill has tapped Mitch’s years of financial services industry experience to help build its endowment and access supplemental revenue resources, aiming to secure the future of the Foundation’s vital affordable housing and community support initiatives for generations to come.

      For Mitch, it is a privilege to serve as Vice President of the Board of Directors and the Development Committee, working alongside a talented group of people from all walks of life, all focused on improving the lives of our Windy Hill residents, their children, and the elderly. Mitch is driven by a profound belief: individuals who contribute to their communities deserve the dignity of living in affordable and well-cared for housing – located within those communities. Mitch and Suzanne are dedicated to providing educational opportunities to our residents and their children, supported through Windy Hill’s scholarship and education programs, recognizing the positive impact a high-quality education can have to enrich lives and benefit our community. Windy Hill has few peers when it comes to a community-based charitable organization addressing affordable housing problems and empowering its residents with the potential to find fulfillment and self-sufficiency.

        Bonnie Piper

        Secretary

        Driven by a lifelong heart for service, Bonnie Piper received a B.S. in Family and Community Services and M.S. in Marriage and Family Therapy from East Carolina University in 2004. She provided in-home family therapy services to under-resourced families and children in and around Washington, D.C., helping them navigate challenges commonly faced by Windy Hill residents. 

        After several years as a practicing clinician, Bonnie made a professional shift that led to a long-standing marketing career in the technology industry. She led marketing and branding strategies at cutting-edge technology companies including MicroStrategy, a Tysons Corner-based Business Intelligence provider, and DynamicAction, a recently acquired retail analytics start-up out of Silicon Valley. Bonnie’s professional path eventually led her to San Francisco, CA where she met her husband Kevin, a Silicon Valley tech veteran in the cybersecurity space. 

        Bonnie returned with her husband to the area in 2017 settling in Loudoun County. Shortly after, they welcomed their son Cal. Bonnie is currently pursuing her most meaningful work yet – full-time motherhood. Although no longer a practicing family clinician, Bonnie has continued to serve families as a volunteer at various non-profits including Windy Hill Foundation where she joined the board in 2021.

          Chris Patusky

          Treasurer

          Mr. Patusky brings 35 years of experience in the private, nonprofit, and public sectors to the Windy Hill board; including service as a lawyer in private practice (1988 to 2000), the Executive Director for the Fels Institute of Government at the University of Pennsylvania (2000 to 2007), and the Real Estate Director for the Maryland Department of Transportation (2007 to 2011).  He has served as the Vice Chairman of public biotech company United Therapeutics Corporation since 2002 and has owned and operated Upperville winery Slater Run Vineyards with his spouse Kiernan since 2009.  He has served as the Marshall district representative on the Fauquier Economic Development Authority since 2021 and as Co-Chair of the local “Art of the Piedmont” charity auction since 2012.  His previous nonprofit board experience includes five years as the founding president and chair of the Fairmount Community Development Corporation in Philadelphia and six years as the Development Chair for Buchanan Hall in Upperville, VA.  Mr. Patusky holds a Bachelor of Arts from Northwestern University, a Juris Doctor from The Harvard Law School, and a Masters in Governmental Administration from the University of Pennsylvania.  He lives with his family in Upperville, VA.

          Mr. Patusky joined the Windy Hill board of directors in 2020 and has served as Treasurer since 2021.  His commitment to Windy Hill’s mission to provide affordable housing is rooted in his personal experience living the first 18 years of his life in a federal subsidized housing project, which taught him that safe and consistent housing is essential to achieving success and happiness in life. It did that for him, for his family, and for his neighbors, and Windy Hill now does the same for more than 800 men, women, and children every night.

            Dr. Amy Acors

            Member

            In her 29th year with Fauquier County Public Schools, Amy Acors recently became an Assistant Principal at Kettle Run High School. A lifelong Virginian, Dr. Acors earned a Bachelor of Art in History from Mary Washington College, a Master’s in Education Administration and a Doctorate in Organizational Leadership from Shenandoah University. For nineteen years, Dr. Acors taught history and social science at Liberty High School. During this time, she coached, served as Department Chair, served on state curriculum committees, and also earned Graduate Certificates in American History and Political Science in order to be credentialed to teach Dual Enrollment courses with the local community college. In 2014, she moved to the Central Office as a History and Social Science Instructional Supervisor and then in 2017, she became the Director of Instruction. During this time, she contributed to the efforts in which Fauquier County was named a School Division of Innovation in 2021. Dr. Acors has also been a member of the Virginia ASCD Board for six years, a leading professional learning organization for all educators in the Commonwealth; she is currently President-Elect.

            Dr. Acors is married to a recently retired law enforcement officer who is now serving Fauquier County Public Schools as a School Security Officer and is the mother of two daughters- a recent graduate of William & Mary and a Senior at Liberty High School. The Acors family loves to hike and travel, particularly to places where they can scuba and snorkel.

            Serving her local community is an important part of her life. Dr. Acors serves on the Board for the Afro-American Historical Association of Fauquier and joined the Board of the Windy Hill Foundation in 2022.  Joining the Windy Hill Foundation has been incredibly rewarding in order to learn about serving our community as a whole.

              Robert Banse

              Member

              Rob Banse has lived in Delaplane for 17 years. He was taught at an early age that life really is about serving the communities to which we belong. He attended Georgetown University and then trained for the ministry at Virginia Theological Seminary. Rob has led congregations for over 35 years as a priest in the Episcopal Church. His work brought Rob and his family across the country, from Hawaii to Washington, Idaho, North Carolina, Pennsylvania, and back to Virginia. Rob served as Rector of Trinity Church from 2007 until his retirement in 2018. 

              Since retiring from Trinity Church, Rob assists on Sundays in nearby parishes. He also serves as Secretary, and as Co-Chair of the Resident Services Committee, for the Windy Hill Foundation Board of Directors. “There is a critical need for affordable housing in our community. Led by a great staff, Windy Hill’s mission to make homes available to our neighbors who could not live here otherwise is fulfilled each and every day. It is an honor to serve on this board.” – Rob Banse 

                Jan Baran

                Member

                Jan Baran is a partner in the law firm Holtzman Vogel Baran Torchinsky & Josefiak PLLC.  Jan and his wife, Kathryn Kavanagh Baran, have resided in northern Fauquier County since 1994.  Kathryn retired from the Skadden law firm and is the president of the Middleburg Library Advisory Board. Jan and Kathryn have four adult children and eight grandchildren. 
                  
                Chambers and Partners describes Jan as “the dean of campaign finance law.”  Jan specializes in the First Amendment and the regulation of politics and lobbying.  He represents clients including corporations, associations, candidates, individuals, campaign committees, and political parties before state and federal courts and agencies as well as the Supreme Court of the United States.  He served as General Counsel to the 1988 George H.W. Bush campaign for President and as General Counsel to the Republican National Committee. 
                  
                Jan’s government service includes being an attorney-advisor to the Chairman of the Federal Election Commission, a member of the President’s Commission on Federal Ethics Law Reform, Ambassador and Head of Delegation to the World Administrative Radio Conference, Special Counsel to the Virginia Attorney General, and member of Governor Gilmore’s Commission on Government Finance Reform.  He has overseen foreign elections as a member of various international observer delegations.  Jan has served on various private boards, including nine years on the Board of Trustees of Ohio Wesleyan University.   

                  Jane Carter Bishop

                  Member

                  Raised in Atlanta Georgia and inspired by her parents’ example, Jane Bishop grew up understanding the value of community service. Her parents’ leadership and generosity laid the groundwork for Jane’s desire to help others- through kindness to individuals less fortunate and involvement in service organizations which meet the needs of a larger community. 
                   
                  Early on Jane fell in love with horses and is a lifelong horseman and competitive show jumper. She has traveled the equestrian circuit for much of her life, leading a rather nomadic existence, dictated by horses and competitions. A graduate of The Lovett School in Atlanta (1979) she went on to earn a BA in English Literature from the University of Virginia (1983). After graduation she pursued a competitive career as a show jumper and worked in sports television broadcasting before moving to London in 1989. There she rose through the international rankings representing the USA show jumping team in both England and Europe.  

                  Having fallen in love with Virginia as a girl (competing in the Upperville Colt and Horse Show every summer!) She felt blessed to move to Middleburg in 1992. It was at that time that she became aware of efforts to build local affordable housing just west of town. A witness to the development of the Virginia Lane project, she felt indelibly moved by the mission of Windy Hill- to provide dignified, safe places to live that improve the quality of life for members of our community.    

                  Her three children, Carter Ware Perrella, Harry Ware and Janie Ware attended The Hill School. A member of the Board of Trustees from 2008-2015 and chairman of the Education and School Life Committee, Jane enjoyed being involved in the many facets of Hill School that has cemented its vital role in our local community.  

                  An avid fox hunter since 2000, she joined the Orange County Hounds Board of Stewards in 2009 and has co-chaired the OCH fundraising auction party as well as supporting the conservation efforts of the Orange County Hounds Conservation Foundation.  

                  After years of support for various local organizations and schools, the opportunity to contribute to the mission of Windy Hill is a welcome and joyful challenge to Jane. Windy Hill naturally integrates the diverse causes that make a difference in the lives of individuals within our local communities. Becoming part of the team dedicated to groundbreaking implementation of affordable housing, education and compassionate care for others feels “full circle.”  

                    Matt Foosaner

                    Member

                    Matt Foosaner is the Regional Vice President for Public Sector Sales at RingCentral. He is responsible for sales execution and strategy for State & Local Government and Education, as well as Federal Operations and has been with RingCentral since 2021. Mr. Foosaner has 30 years’ experience in the telecommunications industry in various executive level positions in Sales, Marketing, Operations and Engineering. He is the recipient of multiple Government and Industry awards including from the Director of the FBI for Joint Terrorism Task Force Support, the Director of the United States Secret Service for Agency-wide Program Management, as well as the Governor of the State of Tennessee for statewide technology implementation. He is an Honorary Sheriff in both Lake and Orange Counties in Florida and has received the prestigious Fed100 Award from Federal Computer Week.

                    Mr. Foosaner earned a BA in History from the University of Maryland and received his MA in Management from Webster University. He has graduate certificates from the National Defense University’s College of Information & Cyber Space in Information Assurance and the University of Colorado in Homeland Defense. Mr. Foosaner was selected to participate in a Senior Leadership Program at the US Army War College and completed the Senior Leader Program at the George Washington University Center for Excellence in Public Leadership. For nearly two decades, he has been passionate about supporting the fight against child exploitation. He has been involved with the National Center for Missing & Exploited Children since 2005 and is a member of the Board of Directors and the Chair of the Technology Committee. 

                    Mr. Foosaner joined the Windy Hill Foundation (WHF) Board in June 2023 and serves on the Property Management Committee. He has been a long-time community member of the Middleburg area and is excited to serve our local population by being on the WHF Board. Matt and his wife Terri have three teenage children.

                      Gabrielle Gallegos

                      Former President (2022-2025)

                      After living in Spain for a year during junior high, Gabrielle Gallegos was determined to become a lawyer and work in the international arena on behalf of developing countries. She designed her own interdisciplinary major in Comparative International Development as an undergraduate at Stanford University, and then pursued her interest in international law at Stanford Law School, graduating in 1984. Her work in the international legal field led to her appointment as counsel to the Vice-Chairman of the International Trade Commission in 1989, and from there to a position as counsel to a subcommittee of the House Judiciary Committee of the U.S. Congress. 

                      Inspired to tackle problems at home as well as abroad, Gabrielle returned to her hometown of Bellingham, Washington in 1993 and became involved in politics while building a corporate and real estate law practice as a partner at the firm of Brett and Daughert. After various adventures that included serving as General Counsel for Indian Motorcycle and becoming involved in general contracting and boat building, she was called back to Washington DC where she joined the Department of Homeland Security as the Director of Information Sharing Policy. At DHS from 2007 to her retirement in 2022, Gabrielle held a variety of positions and gained a master’s certificate in Information Technology Management pursuant to her position as Director of IT Portfolio Management for the Department.

                      Along the way she served as a Court Appointed Special Advocate for children in foster care and served for six years on the board of First Star, a national organization dedicated to helping foster children navigate their way to a college education. Gabrielle is particularly drawn to Windy Hill’s mission because she’s seen firsthand how critical it is for parents to have stable housing in order to give their best to their children. 

                        Carolyn Hylton

                        Member

                        Carolyn Hylton became a supporter of Windy Hill after hearing Chuck Akre, longtime supporter of WHF, speak about Windy Hill’s history and mission. Carolyn started by volunteering with the after-school program at Llewellyn Village in 2019, and eventually joined the WHF Board of Directors in the spring of 2021. Carolyn also serves on the Annual Giving, Grants, and Development Committee.

                        Carolyn graduated from George Mason University in 1993 with a degree in Physical Education and Sports Medicine. She then worked for Fairfax County Department of Family Services/Fairfax County Schools until 2002, when she joined Akre Capital. 

                        What led Carolyn to volunteer with Windy Hill was her experience working with families in the before and after school programs during her time with Fairfax County Department of Family Services. She acknowledges that life is hard enough, and families should not have to worry about obtaining safe, clean, and affordable housing.

                        Carolyn is a strong believer in Windy Hill’s mission to provide safe, decent, and affordable housing to low and lower-income families, older adults, and adults with disabilities in Loudoun and Fauquier Counties. She enjoys serving alongside fellow Windy Hill Board members to work together to get others involved and motivated to help.

                          DeeAnn Jeremiah

                          Member

                          DeeAnn Jeremiah is a certified Life Coach, author, and speaker with a long-standing commitment to service, community-building, and transformational work. She began her professional journey as an entrepreneur, founding Classic Concierge, an Arlington-based customer service and event company that continues to thrive. 

                          Her book, IMAGINE, chronicles her personal journey toward authenticity and abundant Christian living—lessons largely inspired by her friendships with individuals experiencing homelessness. DeeAnn has served on the Board of The Lamb Center, a day shelter in Fairfax, VA, and previously held board positions with the Capital Speakers Club of Washington, DC. 

                          DeeAnn began her involvement with Windy Hill Foundation in the summer of 2024. When she learned that a resident expressed interest in Life Coaching, she graciously offered an Enneagram workshop for the community—introducing a transformative tool that helps individuals understand personality and motivation. She has a passion for equipping others with tools for personal growth and connection to the community. 

                          In April 2025, DeeAnn joined the Windy Hill Foundation Board of Directors, drawn by the organization’s values of community, dignity, and support for those in need. “I choose to support Windy Hill because it aligns deeply with my core beliefs about connection and transformation,” she says. “Community is the soil where hope grows. Windy Hill embodies that vision, and I’m honored to contribute.” 

                          With a strong background in nonprofit leadership, event coordination, and personal development, DeeAnn brings a unique blend of community outreach and heart-centered service to the board. Her experience in coaching, teaching, and creating impactful community programs makes her a valuable resource to Windy Hill as it continues to grow its mission. She is committed to amplifying the Foundation’s work and helping residents experience not just stability—but a thriving sense of belonging. 

                            Amanda Luhowiak

                            Member

                            Amanda Luhowiak’s deeply rooted heritage in Virginia’s Piedmont shapes her work as her work shapes the food system of the region. The only daughter of an avid hunter, she grew up learning to process the animals that she and her father hunted. A true native of Marshall, Amanda’s family has lived in this place since at least 1769. Echoing her present, Amanda’s great-uncle once owned a butcher shop in Marshall.

                            Building on her storied ancestry, Amanda (with her husband Derek) opened a hyper-local food-truck called Local Six Forty Seven (an homage to the local route that lead to their home) that focused on grass-fed beef burgers and seasonal local foods. Much of the food they produced themselves, either by growing in their garden or hand-making their own condiments, while other ingredients were sourced as nearby as possible to support farmers in the region. By posting up at farmers markets and local wineries, their food-truck gathered a loyal following and then led to wider prominence when they were featured on Good Morning America.

                            In 2011, Amanda and Derek traded the traveling food-truck for something more concrete, establishing The Whole Ox in Marshall, VA, not only as a butcher shop to preserve the intricate and artisan practice of whole animal butchery, but also to serve as a point of connection between the local community and the farms who produce their food. The Whole Ox has been recognized in numerous ways over the years including being selected as Virginia Living’s Best Butcher Shop and included in Northern Virginia Magazine’s Best Restaurants. Today, The Whole Ox serves as a colloquial food leader, be that through the advocacy of pasture-raised meats, a market of local vegetables and goods, or a larder of wines, cheeses, stocks, and delicacies that enrich the stomachs and lives of the people of the area.

                            Amanda has been an avid supporter of Windy Hill Foundation since she learned of the Washburn Place townhomes opening right in her hometown of Marshall, VA. For Amanda, it was easy to accept the call to serve on the Board of Directors. Windy Hill is an organization that serves our community in one of the most vital ways, by providing safe housing.

I look forward to seeing how I may continue to help our community through food insecurity and any other areas I can tackle.                               Shawn Morton

                              Member

                              Shawn Morton began her career as an educator in Fauquier County in 2007 at W. G. Coleman Elementary School. She taught third and fifth grades before moving into the role of assistant principal in 2020 and principal in 2022.  Before teaching, Shawn worked in the insurance industry. She holds a Bachelor of Science in Criminal Justice from West Chester University, a Master of Science in Applied Behavioral Science from Johns Hopkins University, and a Master of Education in Curriculum and Instruction from George Mason University along with certifications in Educational Leadership, Leadership Development, and Fellows in Change Management. Shawn considers herself a lifelong learner and recently completed a two-year leadership program for school leaders through the University of Virginia’s Statewide Communities of Practice for Excellence. 

                              Shawn is a former vice president of Jack and Jill of America, Inc., Manassas-Woodbridge Chapter, an organization that supports the growth of children ages 2-19 by providing them with experiences in education, culture, civic and social responsibilities, and health. Before this role, she served as a teen advisor for the group. Shawn is also a member of Alpha Kappa Alpha Sorority, Inc. where has supported her chapter by serving on the protocol and leadership committees.  
                               
                              In her spare time, Shawn enjoys spending time with family and friends, reading, hiking, traveling, riding her motorcycle, and trying new things. She is married to an IT professional and adjunct professor at George Washington University.  They have two adult daughters in the medical and education fields.  

                              Shawn is passionate about education and creating a school environment where every child feels supported, valued, and loved and welcomes family and community support in fostering the school’s current and future leaders.   

                              Shawn’s belief that every person deserves a chance to thrive brings her to the Windy Hill Foundation where opportunities are given to residents that support them with not only affordable housing, but also with the opportunities to expand their education.  The mission of service is greater than any one person and her desire to serve our community alongside others continues as she works to support our foundation. 

                                Tom Northrup

                                Member

                                Born and raised in Parkersburg, WV, Tom Northrup graduated from the Hill School in Pottstown, PA and went on to earn his BA in American Civilization and his MSEd from the University of Pennsylvania. He was captain of Penn’s varsity basketball team during the 1967-68 school year. From 1968 to 1981 he worked at Chestnut Hill Academy in Philadelphia where he taught 4th grade for three years, high school history for ten years, and coached the varsity basketball and track teams. He served as the school’s Middle School Head for nine years, before becoming Headmaster of Middleburg’s Hill School in 1981. Additionally, Tom served on the Board of Directors for both the Association of International Schools of Greater Washington (AISGW) and Virginia Association for Independent Schools (VAIS). 

                                Tom and his wife, Ann, live in Middleburg, VA and are the parents of two grown sons, Alex and Drew, and have two grandchildren, Harper and Emma. Ann Northrup was previously a Windy Hill Board member and to this day Ann remains an active volunteer for Windy Hill’s afterschool program. 

                                Tom strongly believes in Windy Hill’s mission to provide affordable and well-maintained housing in the Marshall, Plains and Middleburg communities, particularly the low- and lower-income portion of our community which represents a respected populace. He enjoys serving on the Board with like-minded committed individuals who understand the importance of the health and welfare of our local community. Tom serves on the Development Committee because he cares about ensuring that WHF thrives long term. The Development Committee integrates with the Finance Committee to develop a business plan that ensures we have the funding needed to prosper in the future.

                                  Kenneth Terry

                                  Member

                                  Ken is a real estate professional with over 30 years of experience focused primarily on commercial construction operations and pre-construction services in the Mid-Atlantic region. His experience spans many project and building types, including high-rise multi-family, core & shell office buildings, mission critical facilities, detention/mental health facilities, historic renovations as well as several prominent national monuments and memorials. Notable projects include the Ronald Reagan Building, the National World War II Memorial, the National Martin Luther King, Jr. Memorial, the Milken Center for Advancing the American Dream and the Washington Monument Earthquake Damage Repair Project.

                                  In April of 2024, Ken Terry accepted the call to join the WHF Board of Directors and serve as the Chair of the WHF Property Management Committee. As a Civil Engineer by trade with 30 years of experience in the construction industry, Ken aspires to help manage the repairs and maintenance of WHF properties. Ken and his wife, Anne, were introduced to the work of Windy Hill through fellow board member Carolyn Hylton. The Terry’s strongly believe that helping to provide access to decent housing is a good way to give back to this community which they have been a part of for almost 30 years. Therefore, when asked to join the WHF Board, Ken was excited to be able to help further Windy Hill’s important work.
